The concept of security is one of the most important central concepts in the field of international relations, and it is characterized by change and development because it is a variable, non-rigid concept that has undergone expansions in its dimensions to go beyond military threats to non-military threats that are no less important than them, which varied between political, economic and social threats, and this was evident with the developments that The events of 9/11 followed, especially with the adoption of terrorist organizations, led by al-Qaeda, targeting the United States and Western powers, not by attacking their lands, as was the case on 9/11, but rather their economies, such as the American and Western economies, thanks to it, by targeting the oil installations that depend on them, and by targeting American supplies and oil tankers. American and Western, which will have an impact on the American and global economy. As for energy security, it is a concept that is not new, as its beginnings go back to the decision of Winston Churchill, who was the first to put forward a definition of it, and with the incidents that the international system witnessed, such as the Arab oil embargo crisis in 1973 and the Iranian Islamic revolution in 1979, which resulted in a significant rise in oil prices. . Interest in this concept has increased globally and its importance has increased with the increase in terrorist threats after the events of September 11th, targeting oil installations, especially in the Arabian Gulf region, which has a strategic weight in the global energy market.
