Libya received the attention of the Soviet Union before it gained independence, and after the establishment of the Libyan Kingdom, relations between the two parties were characterized by Luke warmness due to the Kingdom's orientation towards the West. After its fall in 1969, Soviet-Libyan relations revived and reached advanced levels, but this recovery declined after the dissolution of the Soviet Union. After Putin came to power in Russia, relations were activated again.
After the outbreak of the February 2011 revolution, Russia supported the Western plan in the Security Council, then returned and criticized the NATO-led military intervention there, accusing it of seeking to overthrow the regime instead of protecting civilians. After the success of the revolution, Russia was keen to deepen communication with the new leaders to preserve its interests there. The study concluded that the Wagner Group is the most important tool of Russian influence in Libya.
