Abstract

Joseph Nye defined nuclear learning as "a process in which new information about nuclear weapons and experiences with them change prior beliefs." He distinguishes between simple and complex learning. The former refers to the use of new information to adapt methods without changing the deeper objectives in the means-ends chain. The latter involves recognizing conflicts between means and objectives, leading to a reassessment of objectives.
