الملخص

يعد القطاع التعاوني احد الاعمدة التي ترتكز عليها الكثير من البلدان ، وتبرز اهمية القطاع التعاوني في امكانيته ان يصبح مكملاً للقطاع العام ( الحكومي) ، وذلك لاثره المباشر في الجانب الاقتصادي والاجتماعي بوصفه مصدراً اساسياً في المساهمة بالقضاء على البطالة وتحسين المستوى المعيشي وتوفير الخدمات العامة لاعضاءه بصورة خاصة وللمجتمع بصورة عامة ، اما الحال في العراق وما يمتلكه القطاع التعاوني العراقي يكون له الاثر البالغ في حال اخذ دوره الطبيعي ، ويهدف البحث الى التعرف على مدى مساهمة القطاع التعاوني في النهوض بالمجتمع العراقي اقتصادياً واجتماعياً وحتى سياسياً، وقد استخدم في البحث المنهج الوصفي لدراسة الحالة ، كما توصل البحث الى ضرورة تبني صناع القرار الفكر التعاوني ضمن السياسات الوطنية والعمل على تطوير التشريعات والقوانين التعاونية، فضلاً عن دراسة الواقع التعاوني في العراق من اجل تقييم الحالة القائمة وتحليلها بهدف الوقوف على نقاط القوة والضعف والفرص المتاحة .
