القضية الجنوبية في مؤتمر الحوار الوطني اليمني "قراءة في عناصر العملية التفاوضية"

تتمثل القضية الجنوبية في اليمن في مجموعة متعددة من الآثار والقضايا الحقوقية والسياسية والاقتصادية والعسكرية والاجتماعية والثقافية التي تعرض لها أبناء المحافظات الجنوبية بعد قيام الوحدة اليمنية عام 1990م بين شطري اليمن آنذاك. وقد تم مناقشة هذه المطالب في مؤتمر الحوار الوطني اليمني الذي انعقد في العام 2013 عن طريق مشاركة ممثلين عن الحركات الجنوبية والقوى السياسية اليمنية. يستكشف هذا البحث السياقات التي تم على إثرها إجراء مفاوضات القضية الجنوبية في مؤتمر الحوار الوطني اليمني ويحلل عناصر العملية التفاوضية التي تم تبنيها في هذا السياق. كما يسعى البحث الحالي إلى دراسة أنماط المفاوضات التي اتسمت بها مفاوضات القضية الجنوبية في مؤتمر الحوار الوطني، يكشف عن تكتيكات التفاوض التي استخدمها المفاوضون أثناء جلسات وفترة انعقاد المؤتمر، ومحاولة استكشاف الاختلافات بين المفاوضين. توصلت نتائج البحث الحالي إلى تنوع أنماط المفاوضات في القضية الجنوبية بين النمط المبدئي في النصف الأول من الحوار، والنمط الصلب في النصف الثاني من الحوار والذي شهد تجاذبات حادة بين مختلف الأطراف المتفاوضة. كما كشفت نتائج الدراسة عن استخدم المفاوضين اليمنيين العديد من تكتيكات التفاوض خصوصاً تكتيك التثبيت، والبعبع، والوقت المحدد، واستدعاء سلطة أعلى، وتكتيك العرض المبالغ فيه، سواءً كان استخدامهم لهذه التكتيكات وفق دراية وعلم أو بشكل عفوي. وخلصت الدراسة إلى أن المفاوضين استطاعوا الوصول إلى صيغة توافقية للقضية الجنوبية تمثل الحد الأدنى من القواسم المشتركة بين الفرقاء السياسيين في اليمن، وهو ما عكسته الوثيقة النهائية لمؤتمر الحوار الوطني الشامل والتي وقع عليها معظم المكونات السياسية المشاركة في مؤتمر الحوار الوطني.
