سياسات صندوق النقد الدولي والصين تجاه الدول النامية: دراسة في تغير أنماط الإقراض على الساحة الدولية

الملخص

عقدت الدراسة مقارنة بين نمط إقراض صندوق النقد الدولي والصين تجاه الدول النامية، وذلك باستخدام المنهج المقارن من خلال دراسة ثلاثة مؤشرات رئيسية وهي الاستراتيجية والسياسات التي اعتمد عليها كل من النموذجين، ومن ثم النتائج التي ترتبت على تطبيق تلك السياسات، وذلك لمعرفة إمكانية اعتبار الصين بديل حيوي لصندوق النقد الدولي خصوصًا بعد أن تصاعدت الانتقادات نحو الصندوق نتيجه لمشروطيته وما يُحدثه من آثار سلبية داخل الدول النامية. وعلى الرغم من تنوع الأدوات التي تطرحها الصين في الإقراض؛ إلا أنه لا يمكن الاعتماد عليها من قبل الدول النامية في تمويل عملية التنمية وذلك لما أثارته تلك القروض حول استدامة الديون، وعدم تمتعها بالشفافية نتيجة الغموض الذي يكتنف شروط وفوائد ومدد الاستحقاق، وأيضًا وُجد ارتباط بين سياسات الإقراض وبين مخاطر الاستحواذ على الموارد الطبيعية والأصول في الدول المقترضة في حالة عدم السداد كما حدث في سيريلانكا، هذا فضلًا عن أن مزاحمة الصين مع دائنين آخرين- كصندوق النقد الدولي- قد أضاف تعقيدًا في مشهد الإقراض من حيث شروط الإقراض، ومزيد من التشرذم في هيكل النظام المالي العالمي، وتعقيد مجهودات إعادة هيكلة الديون مثلما حدث مع زامبيا.
