تمثل مبادرة الحزام والطريق التي اعلن عنها الرئيس الصيني (شي جين بينغ) عام 2013 استراتيجية اقتصادية تسعى الصين من خلالها الى تعزيز تواصلها مع دول العالم المختلفة وتأمين وصولها الى جميع الأسواق الدولية فضلاً عن الابعاد السياسية التي تتضمنها المبادرة والتي تمكن الصين من تعزيز مكانتها كإحدى القوى الكبرى، ولتعزيز تلك الرؤية وتحقيق أهدافها وجهت الصين دعوة الى دول أمريكا اللاتينية عام 2018 للانضمام الى المبادرة، وهو ما تحقق بانضمام دول المنطقة التي سعت الى تحقيق أهدافها الاقتصادية ويأتي في مقدمتها تعزيز البنية التحتية وتحقيق متطلبات التنمية، بالمقابل سعت الصين الى إيجاد نفوذ لها في منطقة أمريكا اللاتينية وتعزيز مكانتها الدولية من خلال المبادرة.
