العودة الى الشرعية الدستورية بعد الانقلابات العسكرية: دراسة في نماذج افريقية

تناول البحث ظاهرة الانقلابات العسكرية في دول القارة الافريقية عن طريق دراسة اسبابها وآليات العودة إلى الشرعية الدستورية بعد حدوث الإنقلابات التي أدت إلى حالة من عدم الاستقرار السياسي وعرقلت عملية التحول الديمقراطي في بعض الدول.
ركز البحث على ثلاثة نماذج افريقية هي نيجيريا التي تمكنت من تحقيق قدر من الثقة بين الحكام والمحكومين بعد عقود من الاقتتال والتناحر الذي تسببت به الصراعات والانقلابات، وذلك عن طريق الاهتمام بوضع أطر دستورية تنظم العلاقة بين السلطة والشعب، كما تناول تجربة النيجر كونها الدولة التي شهدت آخر الانقلابات العسكرية في افريقيا عام 2023 ولم تتمكن من بناء سلطة دستورية حتى اليوم، بالاضافة الى الانموذج الموريتاني الذي شهد حرصا على آليات تعزسز دستورية السلطة عن طريق اقناع الاطراف المتناحرة على اتباع العمل السياسي كبديل عن العنف.
أن دراسة الانقلابات العسكرية في افريقيا توضح أن المؤسسة العسكرية ربما تكون الوسيلة الاكثر تداولا لإحداث التغيير السياسي غير الدستوري، مما يدفع الدول التي تشهد إنقلابات للبحث عن آليات للعودة إلى الشرعية الدستورية.
