تهدف هذه الدراسة إلى تسليط الضوء على موضوع الوظيفة الإستشارية ودورها في حوكمة وترشيد السياسة العامة بصورة عامة وفي في الجزائر بالخصوص، مع تبيان دور المجلس الوطني الإقتصادي والإجتماعي والبيئي في حوكمة السياسة العامة؛ من خلال بنيته ووظائفه التي يتيحها له المشرع الجزائري.
كما تسعى هذه الدراسة إلى توضيح مكامن النقص وتقديم بعض المقترحات التي يتم من خلالها تطوير دور ومخرجات الوظيفة الإستشارية عموما ودور المجلس الوطني الإقتصادي والإجتماعي والبيئي بالخصوص كمستشار للحكومة.
