اثار ظهور الدولة الشمولية ازمة سياسية عانت منها المجتمعات المعاصرة واصبحت تلقي بظلالها على السياسات والنظم الوطنية والدولية لما تحمله من ايديولوجيات عنصرية توسعية لم ينهي وجودها انتصار الديمقراطية الليبرالية، بل مازالت مجتمعاتنا اليوم تعاني من آراء وافكار عنصرية قمعية توسعية في بعدها الداخلي والخارجي الدولي خاصةا بعد تفكك الاتحاد السوفيتي وإخفاق التجارب الاشتراكية ليصور لنا الغرب انتصار القيم والمبادئ الغربية خاصة الاميركية لنواجه شمولية من نوع جديد هي شمولية القرن الحادي والعشرين
