تأثير مشكلة المياه على العلاقات التركية مع دول المصب لنهري دجلة والفرات

تشكل المياه محور الجغرافيا السياسية في كل مرحلة من مراحل التاريخ وفي كل منطقة من مناطق العالم وهي أساس التفاعلات الحضارية والصراعات والتدخلات الخارجية. ففي أوائل القرن الحادي والعشرين تحول موضوع المياه الى قضية ساخنة ومركزية في السياسات الدولية وفي الصراعات الإقليمية، فالبيئة الدولية شهدت ولا زالت تشهد كثيرا من المشكلات في مقدمتها شحة المياه كما هي في منطقة الشرق الأوسط، حيث يقول الخبير الأمريكي توماس ناف (Naff): " ان المياه في الشرق الأوسط قضية اقتصادية وسياسية واجتماعية، وتمتد لأن تصبح مصدرا محتملا للصراع، وهو ما يجعلها ذات بعد عسكري ".
وتعتبر قضية المياه في منطقة الشرق الأوسط على قدر كبير من الأهمية لاسيما في العراق وسوريا، لأنهما يتأثران وبشكل كبير بما تحدده تركيا من كمية المياه المنسابة اليهما، اذ تهدف الاستراتيجية المائية التركية الى الاستفادة من مياه نهري دجلة والفرات الى اقصى حد، وذلك من خلال استغلال مياه النهرين مستقبلا عن طريق الاستمرار في إقامة السدود والمشاريع، وتبتغي تركيا من ذلك تحقيق حلمها في ان تصبح دولة محورية ومسيطرة إقليميا، وبالتالي سيؤثر ذلك مستقبلا على العلاقات بين تركيا وكل من سوريا والعراق بحسب ما ستؤول اليه تلك الاستراتيجية.
