الاتجار بالبشر والجريمة المنظمة كتهديدات مترابطة للسلام المستدام في الدول الهشة: منظور بنيوي

تتضح العلاقة البنيوية بين ظاهرتي الاتجار بالبشر والجريمة المنظمة باعتبارهما تهديدات متداخلة للسلام المستدام في الدول الهشة، فالإتجار بالبشر والجريمة المنظمة يشكلان تحديات مترابطة ومتعددة الأبعاد تعيق تحقيق السلام المستدام في الدول ذات السياقات الهشة، إذ لا يمكن التعامل مع هذين الظاهرتين كجرائم منفصلة، كما ويتطلب النظر إليهما كجزء من منظومة شاملة تنشأ نتيجة ضعف أداء مؤسسات الدولة، وتدهور العقد الاجتماعي، واستمرار أنشطة الاقتصاد غير المشروع، أما من المنظور البنيوي، فقد يتجاوز الاتجار بالبشر كونه مجرد حالات استغلال فردي سواء عبر العمل الجبري أو الاستغلال الجنسي أو التجنيد القسري إلى كونه مؤشرًا على اختلال عميق في الهياكل السياسية والاقتصادية والاجتماعية، وفي نفس السياق، تشكل الجريمة المنظمة الإطار العام الذي يوفر العناصر الأساسية لدعم هذه الممارسات، سواء من حيث البنية التحتية، أو التمويل، أو الشبكات العابرة للحدود التي تسهم في استدامتها وتوسعها.
