جدلية العلاقة بين الحكم الرشيد وتحقيق التنمية المستدامة (دراسة حالة أفغانستان)

يؤدي الحكم الرشيد دوراً مهماً في بناء الانسان والدولة، فالنظم السياسية التي تكون قادرة على حفظ القيم الأساسية للأفراد كالعدل والحرية والمساواة تضمن بناء دولة قوية من جميع النواحي الاقتصادية والاجتماعية والسياسية والإدارية والقانونية، اذ ان بناء مؤسسات قانونية قوية يساعد على وجود نمط من الحكم يتسم بالشرعية من قبل الشعب ويستطيع تحقيق التنمية المستدامة فهناك علاقة طردية بينهما ولا يمكن فصل التنمية المستدامة عن الحكم الرشيد، اذ لا يمكن الوصول الى مستويات عالية من التنمية المستدامة بدون وجود مستوى عالي ورفيع من الحكم الرشيد.
ويرتبط نجاح أو فشل جهود أي دولة في تعزيز مستوى التنمية المستدامة ارتباطا وثيقاً بطبيعة ومستوى الحكم الرشيد، ويشكل الاخير اقامة بيئة سليمة للتنمية الاقتصادية والاجتماعية والبشرية.
ان تطبيق الحكم الرشيد لم يعد مسـألة طوعية بل ضرورة لتلبية متطلبات ومصالح جميع الأطراف ذات العلاقة فهو يعزز عملية الانسجام والعدالة الاجتماعية ويتيح المجال للأبداع والتميز وتوفير مستوى من الشرعية في المجتمع المحلي، وتحقيق مستوى من الكفاءة والتعاون لدى الافراد والبلديات لخلق بيئة اجتماعية داعمة.
