تأسس في تسعينيات القرن الماضي وعلى يد رواد مدرسة كوبنهاجن مسار أمني جديد يسمح بالتغلب على المقاربات والدراسات الأمنية الاستراتيجية التقليدية السائدة في النظام الدولي ، عن طريق اتساع نطاق الاجندة الأمنية واتساع التهديدات التي لم تعد مهددة لبقاء و وجود الدولة فحسب بل مهددة لوجود الجماعات الاجتماعية داخل الدولة ، مما ادى إلى الانتقال من الحديث عن أمن الدولة إلى أمن المجتمع ، واصبح الأمن بناء اجتماعي ،والمجتمع كائن مرجعي للأمن مستقل بذاته مقابل الدولة . كما ظهرت مقاربة أمنية جديدة متمثلة بلامننة برزت في النظام الدولي بعد احداث 11 ايلول ، وفي العراق بعد عام 2003 ولاسيما بعد أن تحولت العديد من القضايا السياسية نتيجة لطبيعة الخطاب الذي يقدمها إلى قضايا أمنية نظراً لكونها مهددة للأمن والسلم المجتمعي العراقي .
