البوتينية ظاهرة سياسية مثيرة للجدل ارتبطت بالرئيس (فلاديمير بوتين)، ونظرا للمتغيرات العاصفة التي مرت بها البلاد بعد سقوط الشيوعية لم يكن سهلا على من تسلم مقاليد البلاد ان يضع أطرا فكرية أو أيديولوجية تملأ الفراغ الذي خلفته الشيوعية التي هيمنت على الفكر والسياسية طيلة أكثر من ثمانية عقود.
انشغل الرئيس الروسي الأسبق (بوريس ليتسين) في ادارة عملية التحول من النظام الشمولي الى نظام ديمقراطي ليبرالي ينفتح على الغرب، وتكون روسيا جزءا من العالم الغربي، لم تكن مرحلة ما بعد الشيوعية ميسرة أمام يلتسين ، بل كان مرحلة اعادة بناء صعبة جدا على انقاض إمبراطورية كاملة.
اصعب ما واجهته جهود (بوتين) هي الكيفية التي ينجح من خلالها بالتحول من فكر شيوعي شمولي ذات طابع استبدادي الى فكر متناقض معه في كل شيء، فهل كانت هناك ارادة حقيقية تدفع باتجاه هذا التحول أم أنها لحظة ضعف اضطروا فيها لمسايرة الغرب وكسب تأييده. لم تكن جهود النخبة الليبرالية الروسية كافية لتبديد المخاوف الغربية، والشكوك حول جدية الاستمرار في عملية التحول.
