Abstract

The process of rebuilding the Iraqi political system after the change in 2003 was not an easy process, and it was not without many political, social and economic challenges, internal and external, as it was subject to ethnic, party-component tensions, so that these ethnic groups played a not insignificant role in the process of rebuilding the political system, and had a head start. In forming its institutions, the nature of its structure, functions and directions, and bringing it into the form it is today, after adopting consensual democracy and party quotas as a form of government, Which in turn led to the strengthening of traditional value ties, and a tendency towards subsidiary loyalties at the expense of national identity, which strengthened its dominance and consolidated its influence over the political system and its institutions and all its apparatuses. Starting with the Transitional Governing Council, which was established to represent these ethnic groups until the present time, the subsidiary loyalties, behaviors and trends have governed Blocs, parties, and all state executive, legislative, and judicial institutions, This negatively affected the process of rebuilding the political system that includes all components of society without discrimination, and placed it facing major challenges that may threaten its existence from within, and expose it to collapse and collapse if it continues in its negative form.
