Abstract

      This research addresses the escalating threats posed by cyberterrorism in light of the widespread reliance on digital technology and the transformation of cyberspace into a new arena for confrontation between states and terrorist organizations.

The study highlights the growing global threat, with economic losses from cybercrime expected to exceed $10 trillion by 2025, reflecting the danger of terrorists using modern technologies to carry out their agendas. It also presents the most important mechanisms for international cooperation in combating cyberterrorism, such as the Budapest Convention (2001), the UN Comprehensive Convention on Cybercrime (2024), and the efforts of Interpol and the European Union in information exchange and security and technical coordination. It also highlights Iraq's role in this field through its participation in international agreements and the organization of cybersecurity conferences to enhance cooperation and build national capacities.

The research concludes that countering cyberterrorism requires continuous international coordination and flexible legislation capable of keeping pace with rapid technological developments, while maintaining a balance between digital security and the protection of rights and freedoms in cyberspace.
